Transforming Organizational Culture at Ethiopian Procurement and Supply Agency ADMAS Programme
At Intrinsic Consultancy PLC, we believe that a strong, values-driven organizational culture is the foundation of high-performing institutions. Funded by the Bill & Melinda Gates Foundation (BMGF) Project, we partnered with the Pamela Steels Associates, UK as a consortium member in Ethiopia to transform the Ethiopian Pharmaceutical Supply Agency (EPSA) by designing and implementing a comprehensive work culture transformation strategy that aligns leadership, employees, and operations with a renewed vision and core values.
The Ethiopian Pharmaceutical Supply Agency (EPSA) has approximately 5000 employees and is responsible for supply chain management of public health commodities in Ethiopia. The agency has 19 branch warehouses that serve more than 3,800 health facilities that in turn serve 105 million people in nine regional states and two administrative states. EPSA is responsible for commodity distribution across 1.1 million km square (425,000 square miles).

We worked closely with EPSA’s senior leadership to identify work culture and behavioural gaps, fostering stronger leadership cohesion and strategic alignment.
Redefining Organizational Values & Purpose
Through structured workshops and stakeholder engagement, we developed a renewed set of organizational values, vision and behaviours that reflect EPSA’s mission and aspirations.
Code of Conduct & Ethical Framework Development
We established a comprehensive Code of Conduct, ensuring clarity on expected behaviours, ethical standards, and professional integrity across all levels of the organization.
Strategic Culture Transformation Roadmap
We designed a step-by-step HR transformation strategy to guide EPSA’s cultural evolution, ensuring long-term impact and organizational excellence.
Brand Positioning & Performance Metrics Enhancement
We supported EPSA in enhancing its brand positioning by improving eNPS, NPS, and ITL scores, fostering a more engaged and purpose-driven workforce.
Training and Capacity Building
We conducted tailored training sessions on shared values and the Code of Conduct, equipping EPSA’s employees with the knowledge and mindset to embrace and sustain work culture change.
